11 Delegation by facilitating agency
A facilitating agency may by instrument delegate all or any of its functions under this Act in respect of a nominated project to—
an officer of or the holder of any office or position in the facilitating agency; or

an officer of or the holder of any office or position in the declared Department, if the facilitating agency is the Secretary, Project Development; or
with the consent of the Minister, to any other person or body or to the holder of any other office.
If—
a function referred to in section 14 is delegated under subsection (1) to a person or body or the holder of an office or position; and
the instrument of delegation authorises the sub-delegation of the function—
then, subject to any conditions to which the delegation is subject, the delegate may sub-delegate the function to—
an officer of or the holder of any office or position in the facilitating agency; or

an officer of or the holder of any office or position in the declared Department, if the facilitating agency is the Secretary, Project Development; or
with the consent of the Minister, to any other person or body or to the holder of any other office or position—
but may not sub-delegate a power of delegation.
The Minister's consent under this section may be in respect of a class or classes of persons or bodies or offices.
