If the relevant allocation statement gives the value of property, rights or liabilities of the transferor that are allocated to the transferee, the value to the transferee of the property, rights or liabilities is the value so given.

If an agreement for the sale of the business or assets of a rail corporation ascribes a value to property, rights or liabilities allocated under an allocation statement, that value is deemed to be consideration paid to, or received by, the rail corporation.
