64T Directions from Minister and Secretary
S. 64T(1) amended by No. 49/2019 s. 24(1).
The Head, Transport for Victoria—
is subject to the general direction and control of the Minister and must comply with any specific direction given by the Minister; and
is subject to the general direction and control of the Secretary and must comply with any specific direction given by the Secretary.
A specific direction given by the Secretary under subsection (1) must not be inconsistent with any specific direction given by the Minister.

The Head, Transport for Victoria cannot be given any direction by the Minister or Secretary as to the quantum of any amount payable under section 68 of the Rail Management Act 1996 for breach of a civil penalty provision within the meaning of that section.
