42 Commissioner may summon witnesses
Such commissioner shall issue witness summonses for the attendance of any person whose evidence he may think it necessary to take; and during such investigation he shall in reference to such jurors witnesses and other persons have the like and the same powers to punish any neglect to attend or refusal to be sworn or affirmed or to give evidence or any other contempt as are possessed by the County Court or a Judge of the County Court.
