137 Arrangements with other countries, Minister may make
The Minister may make arrangements on behalf of this State with a representative of the government of another country for —
the adoption in this State of a child or children from the other country who cannot be placed with a view to adoption in that country; or
the exchange of information about a child or children from the other country placed with a view to adoption or adopted in this State.
The Minister is not to make arrangements under subsection (1) unless the arrangements —
are approved by the government of the other country; and
are within guidelines agreed between the governments of the Commonwealth and other States and Territories.
