23 Restrictions on renewal of licence
The CEO must not renew a licence if —
the CEO is no longer satisfied as to any matter referred to in section 14(3), 15(2) or 16(2) that was relevant to the decision to grant the licence; or
the CEO is satisfied that the licensee has persistently or frequently contravened this Act; or
there are reasonable grounds for believing that the continued provision of the child care service to which the renewal application relates would constitute an unacceptable risk to the wellbeing of the children for whom the service is provided.
