114 Arrest, power of without warrant
Any officer of the Department authorised by the Minister for the purposes of this section may without warrant apprehend any person found committing an offence against this Act or any regulation or by‑law made for the purposes of this Act if the offender refuses to give his name and address.

115. Prosecutions, commencing etc.
Proceedings for an offence against this Act may only be taken by the Minister or an officer of the Department or a person authorised to do so by the Minister.
A prosecution for an offence against this Act shall be commenced within 2 years after the commission of the offence.
Subject to section 113, proceedings for an offence against this Act shall be dealt with summarily in a court of summary jurisdiction.
