46 Conduct of inquiry
In conducting an inquiry the Authority —
is to act with as little formality as possible; and
is not bound by the rules of evidence and may inform itself on any matter in any manner it considers appropriate; and
may receive written or oral submissions; and
may establish working groups and task forces.
The Authority —
has a discretion as to whether any person may appear before the Authority in person or be represented by another person; and
may determine that proceedings, or any part of proceedings, before the Authority are to be held in private if the Authority is satisfied that —
it is in the public interest to do so; or
the evidence is of a confidential or commercially sensitive nature.
Except as otherwise stated in this Division, the Authority may conduct an inquiry in any manner it considers appropriate.
