28 Application for and grant of licence
An application for an exclusive licence may only be made if the Minister has determined that the Minister is satisfied that all of the requirements of the regulations to be observed before such an application may be made have been complied with.
Despite section 19, an exclusive licence may only be granted by the Authority under that section if the Minister has determined that the Minister is satisfied that all of the requirements of the regulations relevant to the grant of the licence have been observed.
A determination under subsection (1) or (2) is to be made by instrument published in the Gazette.
