Where the Commissioner of Police, or a person authorised by the Commissioner of Police, desires to object to the grant or renewal of a licence he shall lodge with the Commissioner and serve on the applicant or his authorised representative a notice stating the objection and the grounds thereof in sufficient detail to enable the applicant to know what he has to answer.
