170 Delayed grant for first licence
(1)
If a licence to be granted to a person will be the person’s first licence under this Act, the licence must not be granted until a period of at least 42 days has elapsed since the making of the application for the licence.
(2)
A licence is considered to be a person’s first licence under this Act if —
(a)
the person has never held a licence (of any kind) under this Act; or
(b)
the person has not held a licence (of any kind) under this Act in the period of 3 years before the making of the application.
