19 Right of appeal by leave
By leave as provided in this Subdivision, an appeal lies to —
(a)
a single judge of the Supreme Court from a determination of the State Administrative Tribunal when constituted by 3 members not including the President; or
(b)
the Court of Appeal from a determination of the State Administrative Tribunal when constituted by 3 members including the President.
