87 Dismissing complaint
The Board must dismiss a complaint if the complaint is in respect of a matter that is not within the power of the Board or the Tribunal to deal with under this Act.
The Board may dismiss a complaint if the Board considers that —
the complaint is in respect of a matter that could more appropriately be dealt with by another person or body; or
the conduct that is the basis of the complaint is the basis of a previous complaint that —
is currently being dealt with by the Board; or
has been dismissed;
or
the complaint is vexatious, trivial, unreasonable or lacking in substance; or
it is not in the public interest to deal with the complaint.
