28 Nominations and voting may be conducted by post or electronic means
(1)
The nomination of candidates for an election may be conducted by post or electronic means, or both, as the returning officer decides.
(2)
Voting in an election may be conducted by postal ballot or electronic means, or both, as the returning officer decides.
(3)
The returning officer may determine the manner and form in which a nomination may be made, and a vote may be cast, in an election.
