Sentences for offences of being an unlicensed prostitution service provider and living on earnings of prostitution must adequately reflect the gravity of the offences, the regulatory purpose of the Prostitution Control Act 1994, and the need for general and specific deterrence. Sentences of between 8% and 11% of the maximum terms of imprisonment for sustained, deliberate evasion of the licensing regime are manifestly inadequate. Where offences cover conduct of materially differing degrees of seriousness, different sentences are required for individual counts.
