The potential yield of a drug manufacturing operation from precursor chemicals is relevant to sentencing as reflecting the seriousness of the offence, but the offender must be sentenced on the basis of the quantity actually manufactured, not the potential yield. A discount of between 25% and 35% should generally be given for a plea of guilty, and a discount of only 7% is manifestly inadequate where a firm indication of guilty plea was given several months before the plea was entered.
