A sentencing judge dealing with multiple sexual offences against children must properly assign criminality to each individual offence and cannot treat the allocation of sentences as an 'administrative exercise' after arriving at an overall figure. The process must be transparent. Previous good character carries little weight in sentencing for intra-familial child sexual offences because non-apprehension is almost a necessary condition of the offending. A non-parole period of 7.5 years for 17 sexual offences against three daughters over 20 years was manifestly inadequate; the Court imposed a 12-year non-parole period.
