When assessing the objective gravity of an offence of supply of a large commercial quantity of a prohibited drug, the sentencing judge must assess where the offence falls within the range of offences of that specific kind, not within the range of drug dealing generally. Any offender in possession of drugs in the large commercial quantity for supply necessarily occupies a position in the upper echelon of drug dealing generally, so comparison with street-level dealing is not a valid basis for finding mid-range gravity. There is no requirement that an offender's subjective case be 'striking' before departure from the standard non-parole period is warranted.
