A community correction order is not an appropriate sentencing option for serious white-collar fraud involving protracted offending, serious breaches of trust, and substantial sums of money, even where significant mitigating factors are present. Differences in moral culpability between co-offenders are not measured by arithmetic comparison of differing financial benefits obtained.
