44 Emergency declarations—measures about treatment of people
An emergency declaration must not require—
(a)
a treatment measure, other than an external treatment measure, to be carried out in relation to a person; or
(b)
a person to provide a sample of their blood, hair, saliva or any other body part or body fluid.
