If:

the preliminary trigger day for a designated project occurs after the commencement of this section; and

at any time on the preliminary trigger day, the project proponent for the project was aware that it was reasonably likely that the project would be a major project;

notify the Authority of the preliminary trigger day; and

do so within 60 days after the preliminary trigger day.

If:

the preliminary trigger day for a designated project occurs after the commencement of this section; and

the project proponent for the project was not aware, at any time on the preliminary trigger day, that it was reasonably likely that the project would be a major project; and

the project proponent becomes aware that the project is, or is reasonably likely to be, a major project;

notify the Authority of the preliminary trigger day; and

do so within 14 days after becoming so aware.

A notification under this section must:

be in a form approved, in writing, by the Authority; and

be accompanied by such information as is specified in the legislative rules; and

be accompanied by such documents (if any) as are specified in the legislative rules.

For the purposes of this section, the preliminary trigger day for a project means the day on which the earliest of the following events happens:

the project concept design begins;

an environmental assessment begins to be carried out by a project proponent;

a project proponent enters into a contract with another person to carry out an environmental assessment of the project;

the raw materials for the project are estimated;

the utility consumption for the project is estimated.
