5 Meaning of appropriate insurance
For these Regulations, an applicant for a special permit has appropriate insurance if, were the permit to be granted, the applicant would be:
(a)
reasonably insured against risks that might arise in relation to the hazardous waste to which the permit relates; or
(b)
whether because of arrangements made by the applicant or otherwise—able to discharge his or her liability that might arise in relation to the waste.
