29 Substituted service
If in any proceedings against a contributor for the recovery of contribution the defendant—
is absent from Australia and has not, to the knowledge of the Authority, after reasonable enquiry in that behalf, any attorney or agent in Australia on whom service of process can be effected, or
cannot, after reasonable enquiry, be found,
service of any process in the proceedings may, without leave of the court, be effected on the defendant by posting it, or an office copy thereof, addressed to the defendant, at his or her last known place of business or abode in Australia, or by fixing it on a conspicuous part of the land in respect of which the contribution is payable.
Service of process in accordance with subsection (1) shall be deemed to have been effected at the time it would, in the ordinary course of post, be delivered or when it is fixed on a conspicuous part of the land in respect of which the contribution is payable, as the case may be.
