18A Ship loaders, unloaders and cargo handling facilities
(1)
The construction or installation of a new ship loader or unloader, or associated cargo handling facilities.
(2)
The ship loader, unloader or cargo handling facility must be certified by a qualified engineer as having a satisfactory design and structural integrity.
