43 Establishment etc. of pounds
(1)
The council may:
(a)
establish a pound; or
(b) make any arrangements that it thinks fit for the use of premises for impounding dogs under these By‑laws.
(2) The council may appoint persons that it thinks fit to be pound supervisors of a pound.
