25 Dogs at large
(1)
Subject to these By‑laws, the owner of a dog that is at large and not under effective control is guilty of an offence.
(2)
It is a defence to a prosecution for an offence against clause
(1)
if the person charged with the offence proves that:
(a)
the dog, when at large, was in a dog exercise area during a time specified under by‑law 19;and
(b)
the person was not in breach of a condition applying to the exercising of the dog in the dog exercise area.
