14 Issue of licence conditional on keno agreement
The Minister may issue a keno licence to a person only if—
(a)
a written agreement (a keno agreement) has been entered into between the Minister on behalf of the State and the person about the proposed conduct of keno games by the person under a keno licence; and
(b)
any terms or conditions stated in the agreement or this Act required to be complied with by the person before a keno licence is issued have been complied with.
