16 Suitability of proposed keno licensee
In deciding whether a proposed keno licensee is a suitable person to hold a keno licence, the Minister may have regard to the following issues—
the person’s character;
the person’s financial position and background;
if the person is not an individual—whether the person has, or has arranged, a satisfactory ownership, trust or corporate structure;
whether the person has, or is able to obtain, appropriate resources and appropriate services;
whether the person has the appropriate business ability to successfully conduct keno games under a keno licence;
if the person has a business association with another entity—the entity’s character and financial position and background;
any other issues prescribed under a regulation.
In subsection (1)—
appropriate resources means financial resources the Minister considers are adequate to ensure the financial viability of operations conducted under a keno licence.
appropriate services means the services of persons who have appropriate experience—
in the conduct or operation of keno games; or
to enable keno games to be successfully conducted or operated.
