14 Appointment of commissioner
(1)
The commissioner is appointed by the Governor in Council on the recommendation of the Minister.
(2)
The Minister may recommend a person for appointment as commissioner only if the Minister is satisfied—
(a)
the person is eligible for appointment; and
(b)
the person is appropriately qualified to work with victims and to perform the commissioner’s functions under this Act effectively and efficiently.
(3)
A person is not eligible for appointment as commissioner if the person is disqualified from becoming the commissioner under section 15.
