5 Religious or cultural ceremonies
The Council is not to interfere, directly or indirectly, with the performance at the cemetery of any religious or cultural ceremony that relates to the mourning process or the burial of the dead and is in accordance with the rites or practices of the religious or cultural group performing the ceremony.
