17 Obligations of occupiers regarding emergency plans and procedures
The occupier of a large explosives location also has the following obligations:
in consultation with relevant employees, and with the emergency services, to establish and document emergency plans and procedures to – contain and control an explosives emergency occurring at the location; and minimise the effect of the emergency on persons, property and the environment;
in consultation with relevant employees and the emergency services, to review and update emergency plans and procedures before any modification of the location that would significantly alter the risk associated with the location is carried out.
