20 Circumstances in which fraud is committed by customers
For the purposes of this Part, fraud is committed by a customer of a regulated entity if the customer, or a person acting with the express or implied consent of the customer, has –
tampered with a meter measuring the provision of a regulated service for which the customer is liable to pay the regulated entity; or otherwise defrauded the regulated entity of an amount of money that the regulated entity is entitled to claim from the person in relation to a regulated service.
