33 Undertakers to affix public fire-plugs in mains
The undertakers may, and at the request – in a fire district of the fire brigade board and at the undertaker's expense; and elsewhere of the council and at its expense – shall, fix proper fire-plugs in the main and other pipes belonging to them, or erect and connect therewith pillar hydrants and stand pipes, at such places as may be most proper and convenient for the supply of water for extinguishing any fire which may break out within the limits of the special Act.
In case of any difference of opinion as to the proper position or number of such fire-plugs, pillar hydrants, and stand pipes it shall be settled by the Minister or such persons or a majority of them as the Minister may appoint for the purpose.
