86 Supreme Court may grant an extension of time
The Supreme Court may grant leave to appeal out of time under section 78, 80, 81(3), 82, 83 or 84 if the Supreme Court—
(a)
is of the opinion that the failure to institute the appeal within the specified period was due to exceptional circumstances; and
(b)
is satisfied that granting the leave is desirable in the interests of justice.
