11 Intention of Parliament that exercise of powers under this Act not diminish certain rights
(1)
Subject to subsection (2), it is the intention of the Parliament that powers under this Act, so far as is possible consistently with the purposes of this Act, be exercised in a way that does not diminish the freedom of persons in Victoria to participate in lawful protest, advocacy, dissent or industrial action.
