229 Amendment of licence on application
This regulation applies if—
an application is made to amend a licence; and
the application is made by the licensee and the licence accompanies it.
The licensing authority may amend the licence in accordance with the application.
If the licensing authority proposes to refuse to amend a licence in accordance with the application, it must give the licensee a written notice—
that states that intention to refuse the application; and
that sets out the reasons for refusing the application; and
that invites the licensee to make a submission to the licensing authority in relation to the proposed refusal within a specified period of not less than 14 days.
The licensing authority must consider any submission made by, or on behalf of, the licensee in the time allowed before refusing the application.
