20 Chief factors to be considered in deciding competing applications
This section applies if more than one application is received in respect of an area and the Minister decides to grant an exploration permit in respect of the area.
In determining which applicant, if any, is to be granted the permit, the chief factors the Minister must take into account are—
the respective merits of the work programs proposed by the applicants;
the likelihood that the work programs will be carried out;
the effect the proposed exploration will have on public safety;
the benefit of the proposed exploration relative to the economic, social and environmental impact of the proposed exploration;
the respective technical and financial resources of the applicants;
any other chief factors specified in the invitation under section 18.
