167 Corporate plan to be followed
Unless subsection (2) applies, a Transport Corporation must act only in accordance with its corporate plan.
A Transport Corporation must obtain the written approval of the Minister before it can act in any manner that is contrary to its corporate plan.

This section applies to Ports Victoria and the Port of Hastings Corporation with the following modification—a reference to the Minister is taken to be a reference to the Treasurer and the Minister.

This section applies to a Transport Corporation that is a sector transport agency with the further modification that any reference to the Minister is taken to be a reference to the Secretary.
