13 Method of inquiry by the Tribunal
In the performance of the functions of the Tribunal, the Tribunal—
(a)
may inform itself in any manner that the Tribunal decides is appropriate; and
(b)
may seek and receive written or oral statements; and
(c)
is not required to conduct proceedings in a formal manner; and
(d)
is not bound by the rules of evidence.
