189 Regulations prescribing high impact organisms
The regulations may prescribe a prohibited organism as a high impact organism only if the Governor is advised by the Minister that —
(a)
the organism has the potential to cause severe damage to human beings, animals, agricultural products, other aspects of the environment or economic activities; and
(b)
the organism —
(i)
is not, to the knowledge of the Minister, present in the State; or
(ii)
has been eradicated from the State or is under effective control.
