7 Appointment of substitute for returning officer
The Electoral Commissioner may, during the absence or temporary incapacity of any returning officer appoint a substitute to perform the functions of that returning officer.
However, if the returning officer is prevented from acting by illness or other sufficient cause, and time does not permit a substitute being appointed under subsection (1), the returning officer may appoint a substitute in writing to perform the functions of the returning officer.
