19 Delegation by Council
The Council may, by resolution of which notice has been published in the Gazette under subsection (2), delegate to a person any function of the Council under another provision of this Act, or under any other written law.
A notice of a delegation under this section published in the Gazette must set out the identity of the delegate and the scope of the delegation.
A person to whom a function is delegated under this section cannot delegate that function.
The delegate must perform or discharge functions delegated under this section in accordance with the terms of the delegation.
A person performing a function that has been delegated to the person under this section is taken to do so in accordance with the terms of the delegation unless the contrary is shown.
Nothing in this section limits the ability of the Council to perform a function through an officer or agent.
