11 Commissioner may declare substances to be masking agents
(1)
The Commissioner may declare a substance to be a masking agent for the purposes of these regulations.
(2)
A declaration under subregulation (1) is not effective unless published by the Commissioner in the Police Gazette, and a declaration may be amended or revoked by the Commissioner in a similar manner.
