15 Deputies and casual vacancies
The Governor may, in respect of each member of the Council other than the chairman of the Council, appoint a person having the requisite qualifications, experience or special knowledge to be the deputy of that member and a person so appointed has, in the event of the absence or incapacity of that member, all the powers of that member during the period in which he acts in the office of that member.
Where —
both a member and the deputy of that member are absent or temporarily incapable of fulfilling the duties of a member; or
the office of a member is vacant and is not filled in accordance with this Act,
the Minister may appoint a person to act in the place of that member during that absence or incapacity, or until the vacancy is filled, as the case requires, and any person so appointed has, while his appointment subsists, all the powers, functions and duties of a member.
Any reference in this Act to a member shall be construed as including a reference to —
a deputy acting in the office of that member; and
a person appointed by the Minister to act in the place of a member during any absence, temporary incapacity or casual vacancy.
