84 Board may deal with matter as complaint
(1)
The Board may determine that a matter is to be dealt with under this Part as if it were the subject of a complaint, despite no complaint having been made to the Board.
(2)
If a determination is made under subsection (1), this Part applies with any necessary modifications for the purposes of dealing with the matter.
