Hardship to an offender's family members that is not 'exceptional' within the meaning of the authorities may still be taken into account as a factor making the offender's service of a custodial sentence more onerous, in the same way that separation from children bears on the severity of an immediate custodial sentence. A partly suspended sentence may be preferable to a non-parole period leaving release at the discretion of the Parole Board where the offender has demonstrated significant self-rehabilitation.
