A sentencing judge who finds special circumstances and reduces the non-parole period below the statutory ratio for individual offences must account for the effect of partial accumulation on the aggregate non-parole period, or the finding of special circumstances will be effectively negated. The standard non-parole period must be used as a reference point, not a starting point from which percentage deductions are made.
