A retail drug supplier who does not organise the supply chain, does not employ others, and does not cut or dilute drugs is to be assessed as modestly above the mid range of objective seriousness for supply of a large commercial quantity, even where the quantity is significant (approximately 6 kilograms of cocaine). Accumulation of sentences for drug counts arising from the same possession found at different locations on different days is inappropriate. A retail drug supply operation that is no more sophisticated than would normally occur for the offence does not constitute 'organised criminal activity' under s 21A(2)(n) of the Crimes (Sentencing Procedure) Act 1999.
