35A Preliminary examination
(1)
The council must conduct a preliminary examination of a complaint.
(2)
The council may initiate the inquiries into the subject matter of the complaint that the council considers appropriate.
(3)
A preliminary examination and any inquiries must, as far as practicable, be in private.
