430 Authorisations for non-controlled medicines research and education—Act, s 26 (1) and (2) (b)
A scientifically qualified person employed at a recognised research institution (other than a hospital operated by the Territory) is authorised to do the following for the purposes of an authorised activity at the institution:
issue a purchase order for a relevant medicine;
obtain on a purchase order a relevant medicine;
possess a relevant medicine;
supply a relevant medicine to a person (a relevant person) who is taking part in the authorised activity at the institution.

A scientifically qualified person employed at a hospital operated by the Territory is authorised to do the following for the purposes of an authorised activity at the hospital:
issue a written requisition for a relevant medicine;
obtain on a written requisition a relevant medicine;
possess a relevant medicine;
supply a relevant medicine to a person (also a relevant person) who is taking part in the authorised activity at the hospital.
A relevant person is authorised to do the following in relation to a relevant medicine for the purposes of an authorised activity:
obtain the medicine from the scientifically qualified person for the activity;
possess the medicine for the purposes of the activity;
supply the medicine to the scientifically qualified person for the activity.
In this section:
authorised activity, in relation to a relevant medicine at a recognised research institution, means the conduct of any of the following if it does not involve the administration of the medicine to a person:
medical or scientific research in relation to the medicine at the institution;
instruction involving the medicine at the institution;
quality control or analysis of the medicine at the institution;
if the relevant medicine is integral to genuine medical or scientific research at the institution—reasonable use of the medicine to carry out the research.
relevant medicine means a medicine other than a controlled medicine.
